As you have shown, it says: "Initial principal office" When you want to incorporate a subsidiary in another state, you initially secure a registered agent who will in person file the documents for you and pay the fee. If you do not have an office yet, the address of the registered agent will be listed as the "Initial Principal Office". That simple. Why would you expect Mr. Stebbins to secure an office lease before he has secured the lease of the land for the Hemp grow facility? In order to get the Hemp grow facility approved, mucho paperwork/applications need to be submitted and they cannot be submitted with out Articles of Incorporation in the State. I see none of this as problematic as this is not the first Hemp/MJ company I have invested in and it is part of the process.
Mr. Stebbins is an upstanding member of Madison Wisconsin's business community. He has a Restaurant / Brew Pub with a physical address and is involved in two very Eco Conscious and Progressive thinking business models and as I live in Chicago and visit my friend in Madison quite regularly, I can assure those who may not know; Madison is and always has been a very progressive and forward thinking College town(Not to mention State Capital). If Mr. Stebbins was involved in any kind of fraud, the town and the local press would be on him like flies on Horsesh#t, and that ain't gonna happen IMO. Simply Put. :)
