Exactly. A good example from my personal experience is Imagine a small machine shop "ACME Aerospace". ACME isn't going to get awarded a 100 million dollar contract to produce F35s. They may get awarded a contract to produce a small gear or tubing for the F35s while a company like GE or Boeing gets the 100 million contract for the rest. Sooum has already gotten a smaller contract and executed on it. Now that contracting officer that awarded and administered it will go back to them while also recording the dealings with Sooum in an internal database for other contracting officers to reference. Future is very bright here.
