How do you think Microsoft gets 2x bing performance at %10 power increase with an FPGA in their system?

With FPGA cards that interfaced with Xeons over PCIe.

There was no modification of the Xeon devices let alone the x86
cores on those devices. Did you even read the paper you linked to?
