With today's illiteracy (especially on the internet) it's hard to be sure, but I learned ASL and worked closely with 2 deaf guys at IBM. The way this guy structures and uses phrases it sounds like he could be. ASL isn't english, it's just another language and when translated it's different...kinda like when spanish people speak english their words are in a different order.
