If you're saying BIO-key's software isn't compatible with iPhone 5 or later, the following is from the iTunes web page for BIO-key's WEB-key Client.

Compatibility: Requires iOS 4.3 or later. Compatible with iPhone, iPad, and iPod touch. This app is optimized for iPhone 5.

"Curious that you mention the 2011 CTIA exposition. BKYI and AUTH issued a joint PR announcing BKYI’s FMID devices incorporating AUTH sensors prior to the exposition. Trouble was, BKYI’s device was dependent on the S.I.C./BKYI merger. The merger did not happen and BKYI’s FMID device was a no-show at the exposition."

The CTIA was held on Oct 11-13. The merger was cancelled on Nov 29.
