no not disregarding it at all. in fact the OTC info is quite telling. First, its rare to see an almost 8 billion share difference between the float and the OS -- 9B AS and that's even following a 1-100 RS in late 2014....
. Next, with the current SS and PPS, the company has a massive MC of $27m (w/ two employees and operating losses every quarter)
