A rhetorical device related to the preface "in an ideal world" before one drops the bad news that something bad happened because we don't live in an ideal world.
Like "In an ideal world, every home will have an NP-1 by the end of day tomorrow."
Or "It is a priority for Hillary Clinton to make sure all her emails of all types are made public."
Or "The Company anticipates a huge chest full of gold coins dropping out of the sky prior to the next financial report."
