Frankly it would make more sense to me if shorts would have to BUY new shares to deliver them to the buyers of the shares they shorted. Not just replacing by shorting new shares...

Only moot if they can find enough shares available to short to replace the number of nakeds. If not they will have to buy shares in the open market to replace their nakeds and that could hurt.....them. Have to cover all shorted shares eventually.
