Have you tried aerating, ie. plugging then seeding with red fescue. Or a similiar shade tolerant seed. In NC if we don't plug grass don't grow. You should be able to rent a plugger or have it done. Best time is early fall and spring.

In case you haven't noticed that accounts for those holes you see in the greens when you play golf in the fall.
