It's a seperate 3rd party study of the combo of MERK's Keytruda and OncoSecs electroporation immunotherapy.

It is neither companies study, both companies just agreed to have their "tools" tested.

Why does everyone think it's OncoSec's study and argue whether there is an agreement between MERK and OncoSec?

There is no agreement between the two companies. Both companies are allowing a 3rd party study to be done on a combo of their cancer treatments.
