News should trump the TA though, if its solid. Gap needed to fill eventually, but not necessarily now given string of news. when good news doesn't move the stock, its typically due to dilution.

Having said that, I do like this part of the PR today:

IJJ Corporation will support the emergence of Agra Medical Global Holdings Inc. as a publicly held company including all required filings and supporting documentation.

I smell a merger/ spin off coming..........
