Flawed business model.
This company obviously has a flawed business model. It has never been able to make a profit, and it never will. That is unfortunate because I do like their service, and I use it most years for both of my cars.
The problem they have is that there is just not much money in inspections. It is labor intensive, so even when the shop is busy, there is not much profit margin. Unfortunately, the shop often has idle time. Paying the staff and the overhead during the idle time eats up all the profit they get during the busy times.
