Of course it is manipulation. Somebody would like to buy 2 or 3 or more Million at 0.0005 or cheaper, so he spends 9$ on a trade to see if he can get some doubting Thomas to sell larger amount of stock. They probably have standing orders to buy a lot at Bid!
IMO, but I think I am right.
