Maybe only you cares about that??? As you point out Madolff obvious fraud, but not discovered from all of the little missing pieces from years ago, with no ALL CAPS, etc.
If true, "FINRA lacks the institutional competence" then forget about it IMO.
That's not how rules are interpreted. The passage or paragraph should be taken in context to the entire meaning of the body. Was a notice posted stating xxx? Yes/No. Was a notice posted stating yyy? Yes/No. Unless the Illinois rules explicitly state the notices must remain separate, I don't see that your argument here has much bearing.
