Maybe, just maybe HHSE needs to pay for services rendered before the form 10 will get filed.

That should not be a problem:

Per the transfer agent today, the restricted have gone down, and both the float and the outstanding have gone up again this week.

Why are more shares being issued before the form 10 is filed and why are shares being taken off restriction as well? Who owns the restricted shares?
