GE share buyback has been basically flat for the last 10 years

You showed statistics for shares outstanding, not share buybacks. Let's not be confused by thinking they are one and the same. Many companies use buybacks to quietly replace employee option grants and other internal share giveaways. I don't have the data but it's possible that GE has bought back far more shares than is implied by simply looking at annual shares outstanding.
