I understand that F and F have 5 T in liability

but ? when one adds that to the GOV balance sheet is there not an asset offset of similar amount - so is it really an increase in debt

(maybe yes --- but in theory/reality an offsetting ability to pay that 5 trillion but the debt goes up?)
