And yet the speculation has been correct.

Time and time again, the speculation that HEMP won't meet its self-imposed deadlines and goals turns out to be correct.

Why? Because history does indeed repeat itself, and I understand Perlowin's business and his "gift" of over-promising and under-delivering.
