Because it has existed on the backs of a relatively few friends and family and sheep collected along the way who have held up the share price by continuing to believe in the BS. At first it seemed believable and fantasies of fortunes to be made kept the faithful hanging on.
As it becomes increasingly obvious, even to the most stubborn, that there is no product and no competent management (can't even sell water in Frackville!) and just a lot of surrogate pumping, some will get out and there will not be anyone left to replace them.

Eventually enough shares will be sold to suppress the price to where fsnr can't even sell enough shares to keep the lights on. Then what??? The lights get turned off.
