The problem is that ARCA Has/had a large shareholder trying to get rid of his shares (maybe to drive the price down to buy more?) but always sits on the ask. Every time he is not on the ask, he just lowers his ask price.
That should work itself out soon... ARCA has been less aggressive this week so far, however, whenever I mention ARCA, it seems to get stronger, so I'm going to keep my big mouth shut!
Basically, the bulls just need to start taking this stock back with one or more big buys. Faith that it will happen soon
