Do you really mean .97 to .25X?? I grant one thing. As the 52 week high comes down the gap between the high and the low will not seem as foreboding as it does now and that alone may actually increase buying by the suspecting. In other words when the current highs start drifting down and the current PPS starts moving up there may be a time when the two meet and then the high will be modestly higher than the low and who knows if that relationship will look better that .25 - .97. Would a high of 32 with a low of 28 look better?
