Easy for them to throw a target like that out when revenues aren't yet flocking in like they will be down the road. They know this isn't going to $3, however, they do know they can shake a boat load of weak hands out by saying it will. Smart folks just take the Beating and buy more for the cheap.
When this was over $7 I witnessed folks wishing they had gotten more at $5's...ask and you shall receive.
