Holding an Annual General Meeting is a Securities & Exchange Commission requirement for all publically traded companies, regardless of how many of the outstanding shares are held by insiders. This point is clearly acknowledged by MMTC's own corporate PR it issued for its last annual meeting I could find. This meeting was held on NOC 30, 2011. Here's the link:

IMHO, failure to fulfill this requirement combined with failure to issue a timely 10-K could be considered grounds to either downgrade MMTC shares to the grey market or revoke their registration.
