$HPNN no business license to sell anything?

If Peter Michaels is trying to become legit, why can he not so something as simple as having a license to do business in the state where their corporate headquarters is?

I'm not sure I'd trust a CEO, such as Peter Michaels, who is a convicted felon and still can't get or maintain a business license.
