Going all the way back to the start of your thread you are claiming they don't have enough hydro or water for 1.3m pounds. Your claim suggests that they will produce that amount straight away which has never been the case.
The 1.3m pounds will be achieved over a time frame of 5 years, in that time frame a build up of utilities is very feasible.
