We have been through several up-listings to NASDAQ and NYSE in recent years - one just at the end of January. The approval process on that was 2 - 3 weeks. We have seen companies up-list in days and some take months of back and forth with the exchanges. So I would say it is possible to see the listing occur within the 20 day period you mentioned.
