Disagree with your analysis. Let's say you enter a 10K race. At the start line the sole of your brand new shoe separates from the shoe. It's not your fault, but you can't race and therefore, you can't win. Fix your shoes...run the next one.
As for repacking and the same thing could happen again. Yes, it could, and you'll never know until they are needed, but on that theory, there is no need for any safety checks, since something could happen the next time you take off. :-)
