my concern here if the test failed due only to the chutes not deploying why was baltia failed. if the canister that blows out the chutes didn't activate when they should have there is no way baltia could know that ahead. they can't be tested. they are bought as certified by the vendor. There must be other reasons like not all went well by the crew.
