2:30 or 3 at night is smack in the middle of the afternoon bangkok time.

There are a bunch of private detectives in Bangkok.... For a couple hundred dollars you can get your answers.... Make sure it is a office with more than one guy. You want one guy to hunt around in thai and the other in English. Find out if they even show up at work, if the meters are going to ever be approved for use, etc......

Heck, you were willing to pay almost 200 for the meter, just pull a little money together for this. I already know my answer.......
