At least smart shorts won't anyway. A small float is a nightmare for shorts. I guarantee you the stock won't be getting any cheaper after the up-listing.
Hoch's sell program seems to only activate when the stock goes up. while it does create resistance on the stock, he doesn't sell to the bid, so you don't need to worry about his sales pushing the price down.
Just today for example, the stock traded over 700k shares and he sold 20k. That had 0 effect on the stock.
