Possible, but more likely it will be used to roll blunts (Joints) in whichever particular strain, and be sold as pre-rolled.
Could also be used in the processing of "Wax", "Shatter", "Hash Oil", Cannabis Butter", to be used in making edibles of all kinds.
You get much more bang for your buck in a more highly concentrated form. Nothing goes to waste......
Of course this is all contingent on them being allowed to process bud, shake into a edible form.
