If the preferred shares are given extreme voting power, how will ECIG attract non-retail investors to the common shares?

If the preferred shares are given extreme voting power, why would ECIG give that power away to outside investors?

I doubt those preferred shares will have that kind of power. Without additional information, I operate on the belief that the purpose of these preferred shares is to shield future investors from risk and get better terms to raise funds for more expansion.
