Considering a NOBO/OBO list generation has NEVER generated a squeeze it really is hard to say "not always"...more like "not ever". As for other reasons...there is really only one and that is massive and continuous delivery fails with significant short interest.
Otherwise there has never been a squeeze for some "other" reason.
