Public wasteland is carefully policed? Don't think so.
1manband and I have been through this.
They do make small scale rock crushers.
You don't need fancy chemicals although they would increase the extraction rate.
People use that land to ride ATVs and conduct informal target practice. Why couldn't someone blast out some rock? Is it policed as well as a neighborhood? Who pays taxes for that?
