I agree. It's muddled. And reading those PR's and quarterly's doesn't help much. I had TGC with 20.664 by this reasoning:

They had received 25.83 but had transferred 5.1666 to PERS on the 3 mil financing.

I think we're going to have to wait until it's all transferred.
