Panic RSI buy signal

RSI 4 of NDX fell under 15 today. Since 1996, there have been 15
( I stated 15 in my last signal update (http://www.investorshub.com/boards/read_msg.asp?) but it should have said "14" ) gains, no losses when held until RSI > 51. Price must be above 200 MA...
