Not sure this is 'sticky note' worthy as it's just a simple opinion...

And my opinion differs: I have seen plenty of OTC companies hold their share #s close to this same for at least a year or more... It helps to suck in new investors until its time to drop the hammer and gobble up lots of cash and many bag holders to wait years to even break even...
