you want my opinion on why CA has a giant deficit right now? combination of many factors... tech bubble popping... energy rip off scheme and Davis contracting at high prices for energy... 911 after math and resulting costs of increase security... you know... all those orange alerts that caused overtime for highway patrol, cops, etc... and how about the general state of the economy. I don't see what you were trying to get at with your comment about income tax and deficit.
