Actually, exactly the opposite.
When they reverse split, they open up huge amounts of new shares that can be issued.
The nominal price goes up too, so death spirals can jump back in (can't sell below $.0001, so a 60% discount doesn't buy you anything)
They'll promote the stock again and get a new crowd of enthusiastic buyers who will fund the company until the next collapse.
They've done this at least 3 times already, no reason to assume they can't keep finding victims.
