sorry I am not an I-phone or app user, so really no comment...I really do not know what it takes, but I can speak from past history...that ITNS originally wanted to run their own App related business called Approcket. They had hired a VP, no less, named Corey Washington to run that show, but it failed miserably, and Corey never to be heard from again.
So I suspect it is not as easy as it looks to be a manager/sponsor of an app vs a user, but I will defer to experts.
As far as other people in ITNS other that Cheung, they are posted on the website but as I remember there has never been a "smidgeon" out of them as to what they do.
I see Starrs trying to build an app management organization, I feel he knows it is not as simple as pie.
But maybe Cheung has somebody lined up in the wings.
