My gut is telling me that they missed the criteria back last year. They had good ideas, but could not execute timely enough.
The PPS dropped below .01 making this unqualified.

Then they stall, stall, stall....... crossing fingers to get back above .01.

It really is a few forms. Yes, there is financials among other documents that are needed, but this was first pumped back in like August.

To not have any progress or substantial update in that time makes me think something else was going on. safe bet.
