That's because there was a major catalyst with Colorado recreational MJ sales going live...1st ever state to legally approve MJ prompted the "green rush"

This year the catalyst for the industry is a few senate bills on legalizing hemp cultivation in the U.S. also presidential elections next year...expect the industry to POP later this year. Now is buying time...

No Colorado hype or illegal trading this year

But what will be the 1Q/15 "driver"?

In 2013, some "marijuana" stocks ran in Jan/Feb because of hype in their PRs that didn't come to pass.

In 2014, Colorado legalization on Jan 1 was the main driver for the sector, but in HEMP's case, it was likely aided by the illegal trading for which some have been indicted:

Similarly, the SEC alleges that Hawatmeh, Galas, and Mrowca bought and sold approximately 41.7 million shares of Hemp Inc. in January and February 2014 while the stock was actively promoted on the Internet. For example, one Internet tout on February 6 claimed that Hemp could reach “a REAL Possible Gain of OVER 2900%.” During the promotion, Hawatmeh, Mrowca, and Galas engaged in manipulative wash trades and matched orders to manipulate Hemp’s common stock before selling their shares for illegal gains.

Mid-2014's legalization in Washington State had no impact on the Marijuana Index or HEMP, because by then, people were beginning to see that profits for public companies don't necessarily follow legalization.

The October and November, 2014 the anticipation of the Nov 4 elections created a bump, but post-election, the stocks were a bust.

There are no significant "milestones" happening on Jan 1 (Oregon won't go fully legal until sometime in mid-late 2015.)

So what will drive the hype in Jan/Feb, 2015?

BTW, I generally like ArcView's approach to the sector, in that I think the people in charge are much more critical when analyzing the businesses in which to invest their clients' money.
