No, the PR doesn't clearly state that national roll-out will be AFTER the initial regional roll-out. They're rolling out more than one region...multiple, as the PR indicates. How many?
Those multiple regions, IMO, will cover the nation and henceforth the national roll-out (initial) will be complete.
I'm merely pointing out that this needs to be clarified.
The "up to" phrase is not the point here.
