Nope, that was not the agreement. QTN agreed to air them, but did not provide any money to produce or fund in any way. And the commercial time during each episode did not belong to QTN, it belonged to the producers who could insert what ever they wanted.

Yes, the show was very bad, I'll agree with that. But no money changed hands for it.
