I can only give you the business side , where it would make no sense to remove a working AOT even if it was running at only a 10 % capacity, and the Testing was successful.

If you need 50 AOT on a pipeline to get 15% of flow increase, 1 AOT only brings 15%/50 flow increase.
So to keep or not to keep 1 AOT for the sake of flow increase is irrelevant.
They may have other things to do with this prototype.
You have a serious misunderstanding of the figures at stake.
