Well they got a little over 300000000 shares to dilute or pay officers with. 3.5b is a lot, but in penny land, I could definitely see them raise the a/s if they needed to do some toxic financing. Restricted shares are probably hollis' pay that can't be sold for a year or so.
Either an R/S or decent price movement upwards on a whim. Mucho people with large handfuls of shares at 5-15range, small amount of people sitting on the 1-2's considering shares outstanding. It's a $150-200 crap shoot as per usual.
