Uh well since that was in October 2014 and the 2014 year ended 4 weeks ago I would think 99.9% of all folks would think it has been completed. Maybe not everyone but most would agree.
Again standing on its own the completion of this report and submission to BC for permitting isn't worth a PR. Heck the PR you quoted it was only thrown in as the last point.
It's ridiculous to say the HIA hasn't been completed and submitted when the facts show otherwise.
