Not sure if your numbers are correct as 85% of the note holders re-structured per the PR. 15% did not agree to new terms from what we know, so the question is how far along were/are they until done? It could be much sooner than your estimate.
As strategic as I think they are, I'm guessing management has considered the completion of conversions in the date for the vote. They would want some time for the PPS to trade unencumbered, as it will help them get what they want/need.
