I am not familiar with Mexican land rights vs. mineral rights, but in the US, you can own a piece of real estate, but someone else can own the mineral rights. It does makes it awful tough to conduct exploration and develop a mine when someone's double-wide trailer is sitting on the surface. And there's a pit bull in their back yard.....
