What a bunch of hooey! I don't where you draw your conclusions from. I look at facts and statistics.....it's quite logical actually. You should try it sometime. It sounds like you have no real-world experience with the poor and poverty is something you might have read about in Oliver Twist at some point.

This sounds more like your position that says "they" are going to do it anyway...law or no. Again if yes, and I don't necessarily disagree with this premise, WHY does this happen?
